      “一带一路”倡议提出后,沿线国家和地区迎来新一轮学术人才流动热潮。在这种背景下,既应关注国际学术人才流动大趋势,也应分析中国“一带一路”沿线学术人才流动的规律变化。研究发现,当前东、西部大学教师流动迎来历史性重要拐点:西部高校教师流动参与度大大降低,反映出西部学术职业质量出现断崖式下滑的新情况;东部高校本地化、国际化的教师流动逐渐取代了对西部教师的“掠夺”,东部高校甚至向西部高校流入了更大比例的师资;与此同时,西部高校之间互助流动非常缺乏,西部高校流入学者中来自政企单位的比例较高。高校教师流动“拐点”的出现,既反映出东、西部人才流动的新格局,又彻底改变了长期以来东部对西部人才“掠夺”的格局,为东、西部教师流动新常态的形成提供了重要契机。基于此,课题组建议,在“一带一路”背景下,一方面应完善“非升即走”的学术职业晋升制度,通过4大举措确保人才流动有法可依、有章可循、有路可走、有所保障;另一方面应完善西部高校多元引才的体制机制,强化从国际学术劳动力市场,尤其要从“一带一路”学术市场引进人才,突出东、西部差异化的竞争发展战略以及促进西部高校联盟内部的良性流动3方面入手,探索独立于东部高校的人才发展路径。

      With the proposal of B&R, the country and regions along with the line are faced with a new round of academic talents mobility. Under the circumstances, the trend of international academic mobility should be noticed, as well as the analysis of the changing law of academic nobility along the China “the Belt and Road”. The study found that the current faculty mobility in the east and west ushered in a historic turning point: the participating mobility of faculties in western universities is greatly reduced, reflecting the new situation of the western cliff type falling academic occupation quality; the localization and internationalization of the faculties in the east of China has gradually replaced the “plunder” of faculties in the west, even greater proportion of faculties in the eastern universities going to the west colleges and universities; at the same time, the lack of the mutual help mobility between western and east, the higher proportion of scholars going to the western universities into are from government and enterprise units. “Inflection point”, which reflects the new pattern of the mobility of academic, but also provides “predatory” pattern that completely change the long east to the western talent, forms an important turning point of new normal mobility of faculties in the east and west. Based on this, the research group suggested that under the background of “the Belt and Road”, on the one hand, it should improve the “promotion or leaving” academic career promotion system, through four major initiatives to ensure that the mobility of academic has laws being abided by, rules to follow, ways to go and security to guarantee; on the other hand it should improve the multiple talents introducing institutional mechanisms in the western universities, strengthening from three aspects, namely attracting the academic from the international academic labor market especially the “the Belt and Road”,highlighting the difference between the east and west of the competitive development strategy and promoting the positive flow of the university alliance in the west. Finally it forms the talent development path independent from the eastern university.
